Foster 'climate adaptation champions'.

Champions who have a key role in creating and sustaining momentum on climate adaptation initiatives. A healthy ecosystem of champions should be developed, including both politicians and technicians within spatial planning and other organisations, as well as community groups. By working in association, they can be more effective.
